香江末路風雨催 徒把金戈挽落暉

繼前新華社香港分社社長周南對香港發出空前嚴厲的警告後，國務院新聞辦亦首次發表《一國兩制在香港特別行政區的實踐》白皮書，顯示中央政府對香港亂局已到了忍無可忍的地步，隨時準備出手。然而，香港問題千頭萬緒，積重難返，即使中央想撥亂反正，恐怕也是說易行難！

說到底，香港回歸十七年，亂足十七年，完全是中央自己造成，他們自動放棄管治權，外部勢力才有機會結合香港反對派奪權。而最不可思議的是，過去十幾年主管香港事務的前中央大員敷衍塞責，從未就香港問題發表過一句公開評論，這不就是所有亂象的根源嗎？

常言道，病向淺中醫，小病容易醫治，一旦諱疾忌醫拖成大病，即使華佗再世，恐怕也束手無策。香港問題拖了十七年，已經病入膏肓，中共第五代想徹底清除病根，將香港納入正軌，就必須像內地反腐一樣，採取堅決措施「刮骨療傷」，否則，單靠口頭警告或小修小補，注定以失敗告終。

Hong Kong has reached a political impasse

Subsequent to the unprecedented serious warning given by Zhou Nan, former Director of the Xinhua News Agency in Hong Kong, the Information Office of the State Council issued a white paper on The Practice of the “One Country, Two Systems” Policy in the Hong Kong Special Administrative Region. This shows the central authorities can no longer tolerate the chaos in Hong Kong and is ready to take action anytime. However, Hong Kong’s problems are so complicated and hard to overcome that it is easier said than done if the central authorities want to bring order out of chaos.

In the final analysis, the 17-year chaos in Hong Kong during the 17 post-handover years was created by the central authorities, who, out of their own accord, had given up the power to rule. Under such circumstances, external powers and the oppositionists could join hands to seize power. It is inconceivable yet evident that the central officials responsible for Hong Kong affairs have skimped on the job and have never made in public a single comment on the city. Is that not the root of all the chaos?

Any problem should be nipped in bud. If an ailment goes untreated, it would progressively deteriorate and reach a stage that no doctor would be able to heal. Hong Kong’s problems have dragged on for 17 years and have now become almost unfixable. If the 5th generation of Chinese leaders wants to eradicate these problems and put Hong Kong on the right track, they have to adopt the tough anti-corruption measures on the Mainland in order to tackle the problems at the root. Otherwise, verbal warnings and minor rectifications are doomed to fail.
