政壇：睇社論學英文：紙上得來終覺淺 絕知施政要躬行

新一年度施政報告作為梁振英的首份試卷，自然備受關注。他聲稱這份施政報告既是年度報告，亦是政府未來五年的施政藍圖，當局有極大決心逐步解決香港面對的問題。

有規劃才有願景，有願景才有將來。歷屆政府施政見步行步，欠缺長遠規劃，一向為人詬病，梁振英在首份施政報告中描繪藍圖願景，制訂長遠規劃，大方向無疑是正確的。然而，知之非艱，行之惟艱，回歸以來，港府曾經提出不少宏圖願景，由董建華的數碼港、中藥港、鮮花港，到曾蔭權的十大基建、六大優勢產業，名堂不可謂不多，可惜說時天下無敵，做時無能為力，到頭來幾乎無一成功。更何況，梁振英政府上任以來民望低沉，諸事不順，藍圖易畫，落實卻是困難重重。

古人說，「耳聞之不如目見之，目見之不如足踐之，足踐之不如手辨之。」梁振英要兌現「穩中求變，適度有為」的施政承諾，單單了解社會及民生問題，提出宏圖願景是遠遠不夠的，關鍵是要將報告內容付諸實踐，讓市民看到成績。施政報告出爐，是龍是蛇只能讓市民評判，對港府而言，真正的挑戰還在後頭。

The Policy Address has to move beyond rhetoric; its plans must be realized

As the first examination paper for Leung Chun-ying, the new Policy Address is naturally arousing supreme concern. He says that the Policy Address is both an annual report and the Government's blueprint for the coming 5 years. The Administration is resolved to address step by step the problems Hong Kong faces.

Planning entails a vision, and vision entails a future. The past terms of Government have been criticized that merely a piecemeal approach was adopted and long-term planning was lacking. In his first Policy Address, Leung Chun-ying maps out a blueprint and formulates long-term plans, this is undoubtedly the right direction. However, while it is not difficult to know what the problems are, solving them is the hard part. After the handover, the Government has put forward numerous great plans, such as the cyber port, Chinese medicine port and fresh flower port proposed by Tung Chee-hwa, the 10 infrastructural projects and 6 major industries thrown out by Donald Tsang. Unfortunately, the plans sounded invincible when they were drawn up, but most of them evaporated when it came to implementation. Moreover, ever since Leung Chun-ying assumed his post, his low popularity rate has led to many of his initiatives being met with resistance. Making a blueprint is easy, realizing it is full of obstacles.

As the ancient saying goes, “Hearing from others is not as good as seeing for oneself. Seeing something for oneself is not as good as experiencing it, which in turn is not as good as actively laying hands on it.” If Leung Chun-ying is to fulfill his promise of having a “suitably proactive” government that would “introduce change while maintaining stability”, it is not sufficient for him to just identify social problems and paint a rosy picture. What is most important is to carry out the content of the Policy Address so that Hong Kong people can see the results. Members of the public can judge if it is a good blueprint. But, to the Government, the real challenges still lie ahead.
