被視為龍蛇混雜、九反之地的尖沙咀重慶大廈近年治安惡化，黃賭毒黑樣樣俱全，打架鬥毆時有所聞，儼然無政府狀態。大廈近日更發生涉嫌強姦案，雖然警方迅速破案，但已再次敲響了重慶大廈的治安警鐘。

重慶大廈廉價賓館、商店及食肆林立，更是少數族裔聚集之地，曾被美國《時代》雜誌選為亞洲最能反映全球化的地方，更是背包旅客投宿首選。可惜大廈人流日趨複雜，加上現時有約二千名非洲及南亞裔難民經常流連，治安環境惡劣，情況與英治時代被視為「三不管」的九龍城寨不遑多讓。

其實，重慶大廈業主曾在多年前協力改善環境及治安問題，雖然業主立案法團多番向不同部門求助，當局卻鮮有積極回應及行動。本報記者連續兩日在重慶大廈巡查，揭出治安、防火、衞生和管理四大問題，大廈內十多間賓館有三分之一不在民政事務總署名單之內，一旦發生意外或罪案，根本難以追查住客資料。

重慶大廈現狀，正是官僚辦事縮影。警方每在嚴重罪案發生後賊過興兵，五分鐘熱度，對長遠改善大廈治安毫無幫助，這個全球聞名的獨特景點，就栽在禍港官僚手中。

Long regarded as a danger spot where good and bad people mix, the notorious Chung King Mansion in Tsim Sha Tsui has seen its safety deteriorated in the past few years. Infested with prostitution, gambling, drugs and fighting, it seems that the building is in a state of anarchy. Lately, even a suspected case of rape occurred in the building. Although the police arrested the culprit rapidly, the alarm of security in Chung King Mansion has been sounded one more time.

Abounded with budget guesthouses, shops and restaurants, Chung King Mansion is also a hub for ethnic minority groups. It has been branded by USA's Time magazine as the place in Asia where globalization is most demonstrated. It is also the first choice of accommodation for backpackers. More and more people from different backgrounds congregate in the building now, with an addition of about 2,000 refugees from Africa and South Asia. The unfortunate consequence is that law and order have worsened so much that it is comparable to the Kowloon Walled City in the old days when it was not under the rule of the British, Hong Kong or Mainland government.

In fact, many years ago, the owners of Chung King Mansion did cooperate to improve the environment and safety of the building. However, the Government has ignored the repeated requests made to different departments by the building's Owners Corporation. Our reporters have visited Chung King Mansion for two consecutive days and discovered four major problems concerning security, fire services, hygiene and management. One-third of the guesthouses in the building are not on the Home Affairs Department's list. If an accident or crime happens, it would be extremely difficult to trace the guests.

The present condition of Chung King Mansion is a reflection of bureaucracy. After a serious crime has been committed, the police would just show five minutes' enthusiasm for cracking the case; this does not serve to improve the building's law and order in the long run. In the hands of Hong Kong's bureaucrats lay the ruins of this world-famous unique tourist attraction.
