回歸後一直風平浪靜的澳門,最近因為一條涉及高官的「離補」法案而鬧得滿城風雨,面對洶洶民意,當局不得不宣布撤回法案,弄得灰頭土臉,狼狽不堪。

這條涉及高官離職補償及行政長官任期內享有刑事豁免權的「離補」法案,之所以引起澳門市民激烈反對,掀起一場前所未有的政治風波,皆因這是一條徹頭徹尾的惡法。更荒謬的是,澳門當局獨斷專行,提出如此影響深遠的法案,事前竟然完全沒有諮詢民意,連立法會議員的質疑亦被當成耳邊風。事實證明,一個缺乏傳媒監督的社會必定成為黑暗社會,一個缺乏民意制衡的政府必定淪為獨裁政府,澳門恰恰是這方面的反面教材。

相對而言,香港的情況更加不堪,更加惡劣。綜觀香港回歸十七年來的亂局,只能用烏煙瘴氣、一無是處來形容,港府管治無能,蹉跎歲月,加上社會泛政治化,紛紛擾擾,幾乎永無寧日。目前的香港正處於關鍵時刻,反對派提前「佔領中環」的呼聲甚囂塵上,面對這場即將來臨的政治風暴,香港究竟何去何從,不能不令人憂心忡忡。

The chaos in Macau can be resolved, but Hong Kong’s situation is desperate

It has been smooth sailing for Macau since its handover to China. However, recently, a piece of legislation involving senior government officials has caused uproar in the enclave. Up against strong negative sentiment in the community, the Macanese government, with mud on its face, could do nothing but embarrassedly withdraw the bill.

The bill would have given senior government officials compensation when they leave their jobs, and granted criminal exemption to the Chief Executive during his term of office. It was met with strong objections and stirred up an unprecedented political crisis because it was an utterly draconian law. What was more absurd was that the Macanese government decided and acted alone on a bill with such a far-reaching effect with no public consultation, and even turned a deaf ear to the queries of Legislative Assembly members. It has already been proven that a society without media’s monitoring is doomed to become a dark society, and a government without being checked and balanced by public opinions will be reduced to a dictatorial government. Macau has taught us exactly what not to do.

Comparatively, Hong Kong is even worse. For describing the chaos in the 17 years after the handover, the only fitting words are “pandemonium” and “impotence”. Incapable of governing, the Hong Kong government has been wasting time and the pan-politicized society has not enjoyed a single day of peace. Now Hong Kong is at a crossroad. While the oppositionists are calling for advancing the Occupy Central movement, it is indeed worrying as to what path Hong Kong would take in the face of the looming political storm.
