港府委任前食物及衞生局局長周一嶽為平機會主席，引起社會嘩然，這既是現代版的濫竽充數，亦再次印證公營機構已淪為退休高官俱樂部。平機會走了一個前高官，又來了一個前高官，當局的遴選標準究竟是甚麼？難道香港真的找不到人才嗎？
公營機構淪為退休高官俱樂部，早已備受詬病。除了平機會之外，私隱署、申訴署、廉署、審計署五大監察機構清一色由前高官把持，令人質疑其公信力及認受性。其實，遴選委員會成員大多與周一嶽關係密切，梁智鴻更是與周一嶽背景相同，私交甚篤，遴選委員會對周一嶽情有獨鍾，顯然不是巧合那麼簡單，更不是因為他有何過人之處。
周一嶽出任食衞局局長期間，工作表現一無是處，無論是公共醫療，還是食物安全，或是環境衞生，都搞得亂七八糟，事故頻仍，連公立醫院前線醫護人員也曾公開要求他下台道歉，何德何能領導平機會？其領導、管理及溝通技巧又表現在哪裏？
黃台之瓜，何堪再摘。現屆政府上台以來民望低沉，風雨不斷，是非不絕，主要就是因為管治班子拉雜成軍，良莠不齊，當局沒有吸取教訓，去蕪存菁，改善施政，反而將周一嶽這個廢電池請回來，不啻政治自殺。

How can the Government fail to distinguish the good from the bad?
The Government's appointment of the former Secretary for Food and Health, York Chow, as the Equal Opportunities Commission (EOC) Chairperson has raised a public outcry. Filling the post without real qualification, York Chow proves once again that public bodies are now reduced to cliques for retired senior government officials. When a former high-ranking government official leaves the EOC, the trough is immediately filled by another former high-ranking government official. What exactly are the administration's selection criteria? Has Hong Kong really run out of talents?
Public commissions are repeatedly criticized as nothing but fraternities for retired senior government officials. In addition to the EOC, the other 4 major regulators (Office of the Privacy Commissioner for Personal Data, Office of The Ombudsman, the Independent Commission against Corruption and Audit Commission) are all headed by former high-ranking government officials. These organizations's credibility and acceptability are thus called into question. In fact, most of the EOC selection committee members have a close relationship with York Chow. Among them, Leong Che Hung has the same background as York Chow and the two are good friends. The selection committee's favour of York Chow is obviously neither a coincidence nor a result of his excellence over the other candidates.
York Chow's performance was devoid of any merit when he was the Secretary for Food and Health. Public health, food safety and environmental hygiene were all in a mess and incidents broke out frequently. Even frontline health care practitioners of public hospitals have openly called for his apology and resignation. What virtues or abilities does he have in order to lead the EOC? Where have his leadership, management and communication skills ever been demonstrated?
The situation should not be allowed to deteriorate. Since the beginning of its term, the present Government has been suffering from low popularity and its governance has been tumultuous. The main reason is that the ruling team is merely a hodgepodge of the good, the bad and the ugly. However, the Government has not learnt any lesson. Instead of making improvement by separating the wheat from the chaff, it puts York Chow, a "spent battery", back into service. The act is tantamount to political suicide.
