政壇：睇社論學英文：六大產業枉吹水 去蕪存菁返正途

○八年爆發金融海嘯，香港經濟受到重創，四大傳統支柱搖搖欲墜，曾蔭權政府未經縝密研究、數據分析，宣布推動檢測認證、醫療服務、科技創新、文化創意、環保和教育等六大優勢產業，美其名為未來的香港經濟發展添注動力，實際上只是東拼西湊、急就章回應民情救經濟的訴求。港府的當務之急，應是重整對六大產業的資源投放政策，擇優發展，避免公帑再作無謂虛耗。

以醫療產業為例，近年私營醫療體系向公立醫院挖角，導致公營醫療體系服務質素下降，發展醫療產業變成製造醫療歧視，並不符合香港社會的整體利益。教育是另一個與現實脫節的產業。無疑，香港的專上教育聲譽良好，但現有八間公帑資助大學，每年收生名額均供不應求，數以萬計考取入學資格的本地學生被拒諸大學門外，如再擴大招收周邊地區學生的名額，將會進一步減少本地學生的入學機會。

曾蔭權政府當年拍腦袋決策，拍胸脯保證推動六大產業，最終拍屁股走人，現屆政府要幹實事，應回歸正途，把六大產業去蕪存菁，重點推動真正有助香港經濟的新興產業。

Instead of bluffing about its six industries, Hong Kong should focus on the right ones for their development.

In 2008,the financial tsunami swept in and Hong Kong economy was badly hurt, with its four conventional pillars on the verge of collapsing.Without careful research or data analysis, Donald Tsang government announced the development of six industries where Hong Kong allegedly enjoyed clear advantages. The six were: testing and certification services, medical services, innovation and technology, cultural and creative industries, environmental industries and educational services. They were supposed to give impetus to Hong Kong economy, but in fact were just piecemeal solutions trying to quell the public urgent demand for its rescue. What the Government needs to do right now is to rationalise the allocation of resources for these six industries and choose the best ones to be developed, so as not to waste public money on unworthy causes.

Take medical services as an example: public hospitals have been bleeding talents to private hospitals in the past few years, and accordingly the former service quality has declined. Developing medical services has been turned into creating healthcare discrimination, and this is surely not in the interest of the whole society. Educational service is another industry that is divorced from reality. Undoubtedly, Hong Kong tertiary institutions enjoy a good reputation. Our eight publicly funded universities, however, do not have enough places to meet the local demand. Every year, tens of thousands of matriculated students are still unable to enter universities. If more places are reserved for students from neighbouring areas, the chances of local students will be further reduced.

Donald Tsang made an indiscriminate decision, introduced the development of the six industries audaciously, and eventually left office without carrying anything through. The present Government must be more pragmatic and steer back to a right course by carefully selecting the most appropriate industries to be developed. Only by discarding the dross and selecting the essential can Hong Kong really benefit from these emerging industries.
